विवरण
ओ.एन.ओ.आर.सी. योजना, राष्ट्रीय खाद्य सुरक्षा अधिनियम (एन.एफ.एस.ए) के तहत विभाग द्वारा राशन कार्ड की देशव्यापी पोर्टेबिलिटी के लिए लागू की जा रही है। इसके माध्यम से एन.एफ.एस.ए के अंतर्गत आने वाले सभी पात्र राशन कार्ड धारक/लाभार्थी देश भर में कहीं से भी राशन प्राप्त कर सकते हैं।
इस योजना के तहत, राशन कार्ड की राष्ट्रव्यापी पोर्टेबिलिटी द्वारा अत्यधिक सब्सिडी वाले अनाजों के वितरण को एफ.पी.एस. पर ई.पी.ओ.एस. उपकरणों की स्थापना करके व लाभार्थियों के आधार नंबर को उनके राशन कार्ड से जोड़कर और राज्य/संघ राज्य क्षेत्रों में बायोमेट्रिक रूप से प्रमाणित ई.पी.ओ.एस. लेनदेन करके आईटी संचालित प्रणाली द्वारा सक्षम बनाया गया है।
लाभार्थी देश भर में किसी भी उचित मूल्य की दुकान के डीलर को अपना राशन कार्ड नंबर या आधार नंबर प्रस्तुत कर सकते हैं। परिवार का कोई भी सदस्य, जिसने राशन कार्ड में अपने आधार नंबर को जोड़ा है, प्रमाणीकरण प्रक्रिया पूरी करके राशन प्राप्त कर सकता है। लाभ प्राप्त करने के लिए राशन डीलर के साथ राशन कार्ड या आधार कार्ड शेयर करने या ले जाने की कोई आवश्यकता नहीं है। लाभार्थी अपनी उंगलियों के निशान या आईरिस आधारित पहचान का उपयोग करके आधार प्रमाणीकरण प्रक्रिया कर सकते हैं।
एक देश एक राशन कार्ड सुविधा 4 राज्यों में राशन कार्ड की अंतर-राज्यीय पोर्टेबिलिटी के रूप में अगस्त 2019 से शुरू की गई थी। फ़रवरी 2022 तक, 35 राज्यों / केंद्रशासित प्रदेशों ने इस योजना को लागू किया है।
फ़ायदे

- यह योजना सभी एन.एफ.एस.ए लाभार्थियों, विशेष रूप से प्रवासी लाभार्थियों को सहज तरीके से बायोमेट्रिक / आधार प्रमाणीकरण के साथ मौजूदा राशन कार्ड के माध्यम से देश भर में किसी भी उचित मूल्य की दुकान (एफ.पी.एस.) से पूर्ण या आंशिक अनाज की मांग करने की अनुमति देती है।
- यह योजना उनके परिवार के सदस्यों के घर वापस जाने पर, यदि कोई हो, उसी राशन कार्ड से शेष बचे अनाज की मांग करने की भी अनुमति देती है
- इसके अलावा, ओ.एन.ओ.आर.सी लाभार्थियों को अपना डीलर चुनने का मौका भी देगा। गलत आवंटन के कई मामलों की स्थिति में, अगर कोई गड़बड़ी का मामला है तो लाभार्थी किसी अन्य एफ.पी.एस दुकान पर तुरंत स्विच कर सकता है।

- इच्छुक व्यक्ति राशन कार्ड के साथ निकटतम उचित मूल्य की दुकान पर जाएँ
- लाभार्थी देश भर में किसी भी उचित मूल्य की दुकान के डीलर को अपना राशन कार्ड नंबर या आधार नंबर उद्धृत कर सकते हैं।
- परिवार का कोई भी सदस्य, जिसने राशन कार्ड में अपने आधार नंबर को जोड़ा है, प्रमाणीकरण प्रक्रिया पूरी करके राशन प्राप्त कर सकता है। लाभ प्राप्त करने के लिए राशन डीलर के साथ राशन कार्ड या आधार कार्ड शेयर करने या ले जाने की कोई आवश्यकता नहीं है।

Details
The ONORC scheme is being implemented by the Department for the nationwide portability of ration cards under National Food Security Act (NFSA). Through this all eligible ration card holders/beneficiaries covered under NFSA can access their entitlements from anywhere in the country.
Under this plan, the distribution of highly subsidized food grains is enabled through nationwide portability of ration cards through the implementation of IT-driven system by installation of ePoS devices at FPSs, seeding of Aadhaar number of beneficiaries with their ration cards and operationalization of biometrically authenticated ePoS transactions in the State/UTs.
Beneficiaries can quote either their ration card number or the Aadhaar number to any Fair Price Shop’s dealer across the country. Anyone in the family, who have seeded Aadhaar in the ration card can undergo authentication and lift the ration. There is no need to share or carry the ration card or Aadhaar card with ration dealer to avail of the benefit. Beneficiaries can undergo Aadhaar authentication by using their finger prints or iris based identification.
The One Nation One Ration Card facility was started as inter-State portability of ration cards in 4 States w.e.f. August 2019. As on February 2022, 35 states/UTs have implemented the scheme.
Benefits

- This system allows all NFSA beneficiaries, particularly migrant beneficiaries, to claim either full or part foodgrains from any Fair Price Shop (FPS) in the country through an existing ration card with biometric/Aadhaar authentication in a seamless manner.
- The system also allows their family members back home, if any, to claim the balance foodgrains on same the ration card
- Apart from this, ONORC will also give the beneficiaries the opportunity to choose their own dealer. With many cases of misallocation, the beneficiary can switch to another FPS shop instantly, if there is any case of foul play.

Application Process
Offline
- Interested person shall visit nearest Fair Price Shop with Ration Card
- Beneficiaries can quote either their ration card number or the Aadhaar number to any Fair Price Shop’s dealer across the country.
- Anyone in the family, who have seeded Aadhaar in the ration card can undergo authentication and lift the ration. There is no need to share or carry the ration card or Aadhaar card with ration dealer to avail the benefit.
- Beneficiaries can undergo Aadhaar authentication by using their fingerprints or iris based identification.
